Robert Kingsley founded our firm in 1984, and after over 35 years of leadership and service to our clients, Bob retired in 2019.  Bob remains a revered mentor and consultant to the firm.

Bob is known throughout California and beyond as an expert in managing the legal challenges facing school districts, cities, and other public-sector organizations. This expertise is the product of decades spent alongside clients on the front lines, where Bob has seen it all. 

Prior to founding our firm, Bob was assistant executive director of the Public Employment Relations Board. He served two years in PERB’s Office of the General Counsel, he knows PERB inside and out, having handled representation proceedings, unfair labor practice matters, contract negotiations, injunctions, and impasse resolutions. Bob represented PERB in the California Legislature, analyzing and drafting legislation, rules and regulations.

Bob was a valued advisor in the administrations of California governors Ronald Reagan and Jerry Brown, and was manager of the California State Personnel Board. At the personnel board, Bob gained expertise in recruitment, conducting classification and pay studies, examination programs, and the development of policies and standards. 

Bob has been the source of our firm’s commitment to training and preparing attorneys, who now are experts in their own right and ready to bring the benefit of all our firm’s experience to our clients.
